Wet bum all the time?

I have been suffering from this problem for a few years but kinda just hoped it would go away, my bum always seems to be wet, I am unsure if it is leaking from my rectum or just from the skin around it. I have tried more fibre, hemorrhoid Relief, drinking more water and eating less junk food but nothing seems to cure it, my bum crack is really red but I have no pain, soreness just this wetness, if anyone could be of help that wud be much appreciated
