Spiritually speaking, what causes the random clumps of dry mix that turns up every so often when mixing batter?

You know, when you're making a box cake and you're stirring the wet batter and randomly there will be some dry clumps of the mix that have been submerged and tossed and turned around but have been unaffected by the wetness of the surrounding batter?
